A note from a neighbor in my building:

Hello Grandview Residents,
  We had our fire escape serviced today. It is a good thing we accepted
this bit of advice as on first attempt the ladder did not go down. 
  The technician has worked the device a couple of times, sprayed
lubricant and other things were needed as well as tightening up various
loose nuts and screws.
  We also require one bit of maintenance up on the 3rd floor escape that
will be done in the coming couple of weeks.
  So I would greatly recommend telling everyone you know to have a fire
escape tested before it is too late and the testing becomes a necessary
means of egress from fire.
