SOCIAL: Who will be the world's most embarrassing head of government once Bush is gone?

Really embarrassing leaders seem to be going out of vogue.  For my  
money, it was hard to beat Saparmurat Niyazov, who was Turkmenistan's  
President-for-Life until he kicked the bucket a few years ago.  He is  
noted for having renamed the month of September after a book he
