SOCIAL: Internet Speed

My internets seems to have slowed down in the last few months.  I did a speed test on my current service (ATT) and was at 1300 kbps download and 300 kbps upload. Does anyone know if that is particularly slow and if so, can anyone recommend another package/provider?
