Hi - Hair booms are actually not being used for this oil spill b/c they are not effective/feasible. There are a few articles out there about this.

The salon at the Claremont hotel has a program to donate hair clippings to help with clean up. I guess hair is great at absorbing oil. I am not sure which organization they are using but some quick Googling or a phone call will probably head you in the right direction.
Good luck!

The Monterey Bay Aquarium is helping out
with some research. They also reference a couple of bird and wildlife rescue
organizations that are also involved and could use support – Oiled
Wildlife Care Network and Int’l Bird Rescue and Research Center. Some details
are here:

In terms of wildlife, maybe these guys;

Audubon and others seem to be referring to them for the in the groud
work being done.

As to cleaning up beaches of oil I'm not sure. I'd expect bp, state and
Feds to be doing that work. But you might look for local orgs doing wetland and
beach conservation work.
