I don't think so.
With our credit union ATM and Visa cards, they used to not charge any  
fee at all, of any kind. I figured this wouldn't last - it costs  
something to change currencies.
Then sometime around 1999 or 2000, we got a letter from our credit  
union that Visa International was instituting a worldwide currency  
exchange fee, which they would pass along to us.
my credit union is currently passing along a 1% fee, which while  
annoying, is still way better than travelers checks or money changers.
If 1% is less than you pay now, maybe you should join one of the local  
outfits. We've been with Seattle Telco for about 16 years now. Patelco  
carries our mortgage, and they're nice folks too.
