13) Whenever Sarah Palin asks the moderator to explain a question (like "Well, how do YOU interpret the Bush doctrine, Charlie?").

I was thinking a something similar to 9: Palin mentioning 'tax cuts' in 
response to any question that is completely unrelated to taxes or spending.
